ICC Issues Arrest Warrants for Taliban Figures Over Alleged Persecution

(MENAFN) The International Criminal Court on Monday made public four arrest warrants against senior Taliban figures over alleged crimes against humanity involving gender-based and political persecution in Afghanistan.

The court said its Pre-Trial Chamber II had unsealed warrants for Haibatullah Akhundzada, Abdul Hakim Haqqani, Habibullah Agha and Neda Mohammad Nadim.

The warrants were issued on July 8 and Sept. 9, 2025. Warrants involving Akhundzada and Haqqani had previously been disclosed in July 2025.

Judges said there were reasonable grounds to believe that the suspects had ordered, encouraged or solicited persecution targeting girls, women and others who did not comply with Taliban policies concerning gender, gender identity or expression.

The warrants also cover alleged political persecution of individuals viewed as “allies of girls and women.”

According to the court, the alleged crimes took place from the Taliban’s return to power on Aug. 15, 2021, through at least Jan. 20, 2025.

The chamber determined that the suspects had implemented a government policy that led to serious violations of fundamental rights involving alleged murder, imprisonment, torture, rape and enforced disappearance.
